George Magoha, CS for education, is to be dismissed from his position, according to the KUPPET.
On Saturday, union representatives from Busia and Siaya charged the CS with continuously intermediating in the affairs of preceptors.
The officers described Magoha’s expostulation to the suggested 60 increase in preceptors ’ pay as “ discourteous ” in their reflections from Busia city.
“ It’s in the public sphere that the union talked of accommodations and conversations with the TSC regarding hires increase.

But he( Magoha) rubbished and dismissed the same and said there isn’t going to be any discussion about proliferation of preceptors ’ hires and allowances, ” Siaya branch clerk Sam Opondo said.
“ We’re telling him that he has no business snooping with matters preceptors ’ operation. Let him manage the ministry and leave issues to do with preceptors ’ hires to TSC. ”
Magoha, Opondo said, doesn’t mean well for preceptors ’ families through his opposition to payment increase demands by the preceptors.
“ I would want to ask the CS for Education to tone down and trim the pride he displays when he’s handling preceptors ’ affairs, ” Opondo said.

Over 700 union members attended the Kuppet periodic general meeting in Busia city, where the Kuppet representative made the commentary to the media.
Nine days after Magoha claimed that the administration was helpless to legislate preceptors ’ demands for increased pay, Opondo made her statement.
The CS said the ministry is presently concentrating on finishing the classrooms for the transfer to inferior secondary seminaries coming time while commissioning the alternate phase of classroom structure in Mombasa.
“ The government is formerly spending25.9 per cent on education. Although I ’m not the bone in hires program, the 60 per cent preceptors are asking for is unreasonable, ” Magoha said.

The CS claimed that because of Kenya’s failing frugality, the demands made by the preceptors can not be satisfied.

The CS was replying to Collins Oyuu, clerk general of Knut, who stated on July 20 that preceptors ’ pay demanded to be reconsidered due to the adding cost of living.
Oyuu claimed that preceptors have demanded a pay envelope rise of 60 and want it to take effect right down.
Moffats Okisai, Opondo’s coworker in Busia, asserted that Magoha should concentrate on maintaining the smooth operation of the ministry and leave it to the preceptors unions to bandy the planned payment increase with TSC.
Okisai said with the cost of living adding by the day it was high time the preceptors ’ employer increased hires for the preceptors.
He said by poking in preceptors ’ hires, the CS was no longer serving his intended purpose as the ministry head.
He indicted the ministry of failing to expend plutocrat meant to support games in seminaries.
“ We’re supposed to be having thesub-county games but unfortunately the Ministry of Education under the leadership of Magoha has retained plutocrat meant forco-curricular conditioning and expects seminaries to shoot learners to these conditioning, ” Okisai said.

“ We’re requesting that the Sh300 per learner that has been retained by the ministry in Nairobi be transferred to seminaries to allowco-curricular conditioning to continue. ”
On preceptors ’ professional development, Okisai said the government had created multiple obstacles that hindered preceptors from getting elevations. This, he said, had contributed to recession of numerous preceptors.
“ A secondary academy schoolteacher moment has to work for over 30 times before he or she can reach the apex to be called a principal star, ” Okisai said.
“ We’re opposed to this. We want the old system whereby some groups and categorisation which are there moment will be scrapped off. We want a system where a secondary academy schoolteacher ascends directly to come a elderly schoolteacher, deputy star and eventually top.”
