The recent civil reclamation drive, which the preceptors Service Commission( TSC) decided to apply an affirmative action plan in, has further confused the field officers in charge of managing it.
The commission’s well- intentioned sweats to fill its species with the needed 5 of preceptors who are People Living with Disabilities( PLWDs) through this hiring process appear to have put county directors,sub-county directors, and class support officers in an unwelcome situation.
TSC field officers, which include TSC indigenous, county, andsub-county directors as well as head preceptors and headliners, were needed to shortlist five campaigners per announced vacancy drawn from a merit list, per the new TSC guidelines made public by the Commission’s Secretary and CEODr. Nancy Macharia.

The Commission instructed the TSC county directors to make sure that 5 of all announced positions in both primary and secondary seminaries are reserved for preceptors with disabilities in conformity with the indigenous reservations in indirect No.9/2022, issued June 30, 2022.
The National Council for Persons with Disabilities( NCPD) issued disability cards, and the officers were instructed to make sure that only those who presented these cards qualified for this affirmative action program.
The Commission also instructed the officers to consider hiring aspirants with disabilities when they’re among the shortlisted five on the merit list, indeed if the other campaigners on the list entered advanced marks.
“ What was the substance of asking the field officers to conduct interviews and shortlist aspirants if those with disabilities had to be employed irrespective of their scores? Some successful campaigners left the venue distrait because they felt they were ‘ burgled ’ due to an illegal advantage, ” said a deputy director in one of the counties.
The field officers stated that there was formerly an affirmative action plan in place within the reclamation guidelines which were in force ahead and covered the requirements of preceptors living with disability as captured in excursus 1( b), which gave the directions on how to score the aspirants in colorful orders during the interviews.

“ Affirmative action on aspirants with disability was first applied during shortlisting and secondly by use of special score companion 1( B) and eventually in case of a tie. How will the panel move an aspirant who scores advanced than one with disability that he or she’s unprofitable? ” One field officer fooled.
Preliminarily, campaigners with disabilities who earned First Class or Alternate Class honors in the Bachelor of Education( BED) were given 40 marks straight down, while those who entered a pass were given 35 marks.
Interview scores were the same for campaigners with disabilities who held Maids of trades( BA) or Maids of Science( BSC) degrees and a Post Graduate Diploma in Education( PGDE).
Still, the previous norms stated that for individualities without disabilities, First Class holders would admit 40 marks, Alternate Class would admit 35 marks, and Pass would admit 30 marks. For people who hold PGDE degrees, the same rule would be applicable.
“ Any divagation from the guidelines should be backed by a written communication to avoid burning our fritters, ” advised one officer.
Officers from the Teacher Union raised their opposition to the discriminative norms and requested that the Commission reevaluate its new reclamation strategy.

preceptors have also expressed concern over the TSC’s former incapability to completely fete experience in the new rules. The Boards of operation of seminaries( BOMs) and interns, according to schoolteacher unions, didn’t admit better conditions on the reclamation score wastes as was preliminarily the case.
Secondary academy intern preceptors with three times of experience entered a aggregate of 15 marks under the new system. Those with two times of experience entered 10 points, while those with just one time were only granted 5 points. This departs from the norm.

Lengoyiap claims that they’ve entered multitudinous complaints professing that the TSC headquarters ’ shortlisting procedure was conducted unfairly. They will bring all of these issues before the Commission to seek resolution.

“ It’s now clear that the reclamation that’s going on or completed has been marred with serious malpractices. TSC has meddled up this reclamation by doing centralized shortlisting to put people of their choice up there and make the guidelines suit them, locking out implicit and meritorious campaigners. It’s inferior, fraudulent and illegal, ” said Lengoyiap.
